Framework for Governance: Committees in the College 

 

The effectiveness of an educational institution is greatly influenced by its governance framework. At MATA GUJRI MAHILA MAHAVIDYALAYA, JABALPUR we have established a series of committees to oversee various aspects of college life, from academic programs to student welfare and infrastructural development. This document provides a comprehensive overview of our statutory and non-statutory committees, outlining their compositions, powers, and functions. By facilitating collaboration and effective decision-making, these committees play a crucial role in shaping the college’s policies and fostering an environment conducive to learning and growth.

 

Statutory Committees:

 

College Council

Composition:

  1. The Principal as the Member Secretary, Ex-Officio
  2. Three senior-most teachers selected by the Principal of the College

Powers and Functions:

  • Manage and administer the revenue and properties of the College.
  • Approve fees and other charges payable by students, as prescribed by the Finance Committee (FC).
  • Approve new programs of study leading to Degrees and/or Diplomas, including self-financed course programs.
  • Approve the Financial Statement (Receipts and Expenditures) submitted by the Finance Committee, which includes fees, grants, donations, and other funds received.
  • Ratify the accounts, relevant records, and Annual Statements of the Institution.
  • Make provisions for buildings, premises, furniture, furnishings, equipment, and other facilities required for the College.
  • Approve the mode of conducting examinations.
  • Approve rates for remunerations, honorarium, TA/CA/DA, and incidental expenses related to examinations.
  • Nominate four external experts from areas like Industry, Commerce, Law, Education, Medicine, and Engineering to the Academic Council, from a panel submitted by the Principal.
  • Nominate members for different Committees.

 

Finance Committee

In-Charge: Dr. Sandhya Batalia

 

Composition:

  1. Principal as the Chairman, Ex-Officio
  2. One nominee of the College Council with experience in financial matters, appointed for a two-year term
  3. One senior teacher of the College, nominated by the In-Charge of the Finance Committee (FC)
  4. Accounts Officer as Member-Secretary

Powers and Functions:

  • Serve as an advisory body to the College Council (CC) and meet at least twice a year to prepare budget estimates, including grants from UGC, Government, and non-Government sources, as well as income from fees. The budget is submitted to the CC for ratification.
  • Prescribe Admission Fees, tuition fees, and other session charges for students, as suggested by the Academic Committee (AC).
  • Recommend rates of remuneration and honorarium for various personnel, as suggested by relevant committees.

 

Board of Studies

Composition:

  1. Head of the department as Chairman, Ex-Officio
  2. Teachers of the department as members
  3. Two subject experts from outside the College, nominated by the Academic Committee (AC)
  4. One expert nominated by the Vice-Chancellor of Rani Durgavati University from a panel of six names recommended by the Principal
  5. One Industry Representative
  6. One Alumni member

Powers and Functions:

  • Prepare the curriculum for various programs and courses.
  • Suggest a panel of names to the Examination Committee (Ex.C) for the appointment of question setters and examiners.

 

Examination Cell Committee

Composition:

  2. Coordinator of the Examination Cell, nominated by the Principal
  3. Three senior faculty members of the College, nominated by the Principal
  4. Controller of Examinations as Member-Secretary, Ex-Officio (nominated by the Principal and holding the post at the Principal’s discretion)

Powers and Functions:

  • Manage and approve all question papers and examination results.
  • Recommend only the final results of a program leading to a Degree or Diploma for approval by the University prior to publication.

 

Academic Committee

In-Charge: Dr. Ranu Singh

 

The Academic Committee (AC) is responsible for all academic matters, including policy framing, course approvals, syllabi, and regulations. It serves as the principal academic body of the College, overseeing the standards of education, teaching, training, interdepartmental coordination, research, and examinations.

 

Composition:

  • Principal of the College as the Chairman, Ex-Officio
  • Senior-most faculty member nominated by the Principal as the Academic Head
  • All heads of teaching departments as members
  • One senior teacher representing various teaching staff, nominated by the Academic Head

Powers and Functions:

  • Exercise general supervision over academic work.
  • Prescribe curriculum and course of study for certificates, degrees, and diplomas.
  • Scrutinize and approve the proposals of the Board of Studies (BS) with or without modifications.
  • Formulate rules and regulations for examination conduct and evaluation.
  • Develop rules and regulations for admissions.
  • Periodically review the activities of various departments.
  • Facilitate the engagement of guest faculty.

 

Administrative Quality Management Committee

Composition:

  2. Senior-most teacher as Committee In-Charge
  3. One senior teacher from each faculty, nominated by the Principal
  4. Superintendent of hostels, Ex-Officio
  5. NCC, NSS, and Student Council In-Charges, Ex-Officio

Powers and Functions:

  • Serve as the planning body of the College, overseeing physical and infrastructural development.
  • Coordinate with all faculty and staff, as well as the Principal, to implement institutional events and programs.

1. Grievance Redressal Committee

Composition:

  2. In-Charge and other committee members selected according to official rules and regulations

Powers and Functions:

  • Scrutinize, investigate, and consider petitions, complaints, and grievances from students, employees, guardians, and citizens. Present recommendations to the Examination Committee (EC) for approval.

Research & Development Committee

In-Charge: Dr. S. Kurariya

 

Composition:

  1. Principal as Chairman, Ex-Officio
  2. Senior teacher nominated by the Principal as In-Charge
  3. Four committee members selected by the Committee In-Charge
  4. Heads of departments across all streams, Ex-Officio

Powers and Functions:

  • Coordinate research activities across departments.
  • Share information on Government and non-Government research funding agencies.
  • Provide seed money details and support for interdisciplinary research with social relevance.
  • Train faculty to apply for financial assistance for research projects.
  • Facilitate faculty participation and paper presentations in seminars, workshops, and conferences.
  • Review proposals for workshops, seminars, and conferences.
  • Encourage interdisciplinary research projects and publications.
  • Support in-house internships and projects for students.

 

Students Welfare Committee

  3. Three teachers from each faculty
  4. Representatives from NCC, NSS, Student Council, and Superintendent & Deputy Superintendent of Hostels

Powers and Functions:

  • Identify and encourage creative talents, promote discipline, leadership, and social awareness, and support students' physical and mental development by providing basic amenities.
  • Conduct competitions in creative, cultural, literary, sports, and general awareness activities.

 

Discipline Committee

Composition:

  2. One senior teacher of the College as In-Charge
  3. Five senior teachers from various faculties, nominated by the Principal
  4. NSS and NCC students

Powers and Functions:

  • Ensure overall discipline within the College.
  • Scrutinize, investigate, and manage student activities to maintain and enforce discipline, taking appropriate action when necessary.

 

Library Committee

In-Charge: Dr. Sandhya Batalia

Composition:

  1. Principal as the Chairman, Ex-Officio
  2. Senior-most teacher of the College as In-Charge
  3. One teacher from each discipline, nominated by the Principal
  4. Librarian and one Assistant Librarian as members

Powers and Functions:

  • Formulate policies for the purchase and procurement of books, journals, magazines, periodicals, furniture, equipment, and stationery required for the library and reading room.

 

Sports & Games Development Committee

In-Charge: Ms. Mohini Baoker

Objective: To cultivate skills in games and sports.

Functions:

  • Organize physical fitness programs.
  • Arrange competitive sports events.
  • Raise and administer funds for sports activities.
  • Prepare an annual sports schedule.
  • Support college sports achievers at events outside the college.
  • Ensure regular practice for sports and games.

 

Planning and Evaluation & Skill Development Committee

In-Charge: Dr. Manjusha Pouranik

 

Composition:

  1. Principal as Chairman, Ex-Officio
  2. Senior-most faculty member as In-Charge
  3. Heads of all teaching departments

Powers and Functions:

  • Formulate policies and develop an annual plan for skill-based courses for approval by the College Council.

 

Hostel Committee

Composition:

  2. Senior teacher nominated by the Principal as In-Charge
  3. Four committee members selected by the Committee In-Charge
  4. Heads of departments across all streams, Ex-Officio

Powers and Functions:

  • Regulate admissions and enforce and interpret hostel rules.
  • Oversee hostel affairs and administration.
  • Manage the hostel mess and ensure the staff fulfills their duties responsibly.
  • Implement disciplinary measures in case of rule violations by staff or students.

 

Canteen and Refreshment Committee

In-Charge: Dr. Sapna Sharma

Composition:

  1. Principal as Chairman, Ex-Officio
  2. Senior teacher nominated by the Principal as In-Charge
  3. Four committee members selected by the Committee In-Charge

Powers and Functions:

  • Ensure that canteen services to students and staff are satisfactory.
  • Set prices for items served in the canteen and maintain cleanliness.
  • Plan and monitor the maintenance of all infrastructure related to the hostel.
  • Supervise amenities, handle student complaints, and address grievances.
  • Monitor student behavior in the hostel and study schedules.
  • Manage the lodging and boarding facilities of the hostel and oversee financial transactions.
  • Ensure the canteen maintains hygiene and quality food standards.
  • Modernize canteen equipment and cooking procedures.
  • Make suggestions to the canteen management for improvements and infrastructure requirements.

 

Admission Committee

In-Charge: Dr. Mahendra Jain

 

Composition:

  1. Principal as the Chairman, Ex-Officio
  2. A senior teacher nominated by the Principal as In-Charge
  3. One senior teacher from each faculty to assist the In-Charge, nominated by the Principal
  4. HOD of each Post-Graduate department as the Admission Officer for their respective departments
  5. Six staff members representing all faculties, nominated by the Principal as Admission Officers for undergraduate classes

Powers and Functions:

  • Formulate general admission policies consistent with Government Admission Rules.

 

College Committee for Cultural Affairs

In-Charge: Dr. Kirti Srivastava

 

Objective: To create an ambiance for expression and presentation.

 

Functions:

  • Conduct annual cultural competitions.
  • Arrange cultural presentations for various college occasions.
  • Prepare students for cultural competitions outside the College.
  • Select students to represent the College on off-campus platforms.

 

Alumni Committee

Composition:

  2. Senior faculty members, nominated by the Principal, serve as President & Vice-President
  3. Two senior teachers from each faculty serve as Secretary and Treasurer, nominated by the Principal

  • Foster a spirit of loyalty and support the College’s mission by strengthening connections between alumni, the community, and the College.

 

Entrepreneurship Committee

In-Charge: Dr. Meeta Shrivastava

 

Overview: The Institutional Entrepreneurship Cell (E-Cell) is a non-profit student organization dedicated to fostering the spirit of entrepreneurship among students. Its primary goal is to encourage students to start their own enterprises and bridge the gap between industry and academia. The faculty serves as entrepreneurship mentors and coordinators.

 

Composition:

  3. Four teachers from each faculty nominated as members by the Committee In-Charge

Powers and Functions:

  • Create awareness of entrepreneurship through training programs and camps.
  • Facilitate interactions with industries via guest lectures and industrial visits.
  • Conduct research and development for local small and medium enterprises.
  • Address local problems and develop innovative, viable solutions.
  • Promote the establishment of new techno-startups.
  • Foster a culture of Intellectual Property Rights (IPR), technology transfer, and commercialization to meet current market trends.
  • Nurture and promote creative ideas in students to develop the necessary managerial skills to run enterprises effectively.
  • Interface and network between academic institutions, research and development (R&D) organizations, industries, and financial institutions.

 

Green Campus Committee

Powers and Functions:

The Green Audit Committee focuses on key issues affecting the green attributes of the college and aims to provide foundational support for developing a Green Campus. Its responsibilities include:

  1. Conducting a baseline survey to assess current green practices.
  2. Developing a green policy (vision document) and framework for the college.
  3. Examining practices affecting the environment, such as resource utilization, waste management, and energy conservation.
  4. Analyzing floral and faunal diversity on campus.
  5. Promoting environmental consciousness among all stakeholders.
  6. Identifying issues through audits and suggesting solutions.
  7. Providing direction on local environmental issues.
  8. Encouraging staff and students to optimize the sustainable use of natural resources.
  9. Assessing strengths and weaknesses in existing green practices.

 

Environmental Committee

  • Implementing technologies that have environmentally and economically beneficial impacts.
  • Ensuring environmentally friendly practices within the college.

 

Women Cell and Anti-Sexual Harassment Committee

In-Charge: Mrs. Prabha Pahariya

 

Objectives:

  • Fulfill directives from the Supreme Court and UGC regarding the implementation of policies against sexual harassment.
  • Establish mechanisms for the prevention and redressal of sexual harassment and gender-based violence.
  • Ensure proper reporting and follow-up of complaints to implement policies effectively.
  • Create an environment free of gender-based discrimination and promote equal access to college facilities and activities.
  • Foster a secure environment that deters sexual harassment and raises awareness about its various forms.

 

Placement Cum Career Counseling Committee

Objective: 

  • To guide students in exploring career options and promote entrepreneurship.

Functions:

  • Assist students in exploring various career paths.
  • Assess students' capabilities and groom them for suitable job opportunities.
  • Provide career guidance based on students' aptitudes.
  • Invite commercial and industrial organizations to conduct campus interviews and recruitment.
  • Encourage self-reliance among students and select participants for recruitment drives organized by other institutions.

 

N.C.C. (National Cadet Corps)

In-Charge: Dr. Bharti Tiwari

 

Objective: To provide training in the infantry wing and armored squadron, exposing cadets to various activities.

Functions:

  • Manage activities with a focus on social services, discipline, and adventure training.
  • The NCC program is voluntary and open to all regular college students.

 

N.S.S. (National Service Scheme) Advisory Committee

In-Charge: Dr. Alpana Singh

 

Objective: To manage all NSS activities effectively.

 

Functions:

  • Arrange logistics and provide advisory support for NSS programs.
  • Prepare an annual calendar of NSS activities.
  • Coordinate activities for NSS students.
  • Conduct periodic review meetings with program officers and students to discuss various initiatives.
